Abstract
การร่วมกันผลิตในการบริหารจัดการขยะ (Coproduction) ในชุมชนบ้านทุ่งศรี หมู่ที่ 3 ตำบลทุ่งศรี อำเภอร้องกวาง จังหวัดแพร่ มีวัตถุประสงค์ เพื่อศึกษาการร่วมกันผลิตในการบริหารจัดการขยะของชุมชนบ้านทุ่งศรี หมู่ที่ 3 ตำบลทุ่งศรี อำเภอร้องกวาง จังหวัดแพร่ และเพื่อนำผลการวิจัยที่ได้เป็นข้อเสนอแนะเชิงนโยบาย และเชิงวิชาการ โดยเป็นการศึกษาภายใต้หลักการ การร่วมกันผลิตบริการสาธารณะ เพื่อการจัดการขยะอย่างครบวงจร และวิธีการวิจัยเป็นไปตามระเบียบวิธีวิจัยเชิงคุณภาพ การเก็บรวบรวมข้อมูลใช้วิธีการสัมภาษณ์เชิงลึกแบบกึ่งมีโครงสร้างกับกลุ่มตัวอย่างในชุมชนบ้านทุ่งศรี ทั้งการเลือกสัมภาษณ์ผู้บริหารชุมชนตามผังโครงสร้างทางการบริหารชุมชนของหมู่บ้าน จำนวน 8 คน และใช้วิธีการแนะนำบอกต่อจากหัวหน้าคุ้ม จำนวน 12 คน รวมผู้ให้สัมภาษณ์ทั้งหมด จำนวน 20 คน และการวิเคราะห์ข้อมูลใช้เทคนิควิธีการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า ชุมชนบ้านทุ่งศรี ให้ความสำคัญกับการร่วมมือกันในการดำเนินงานในทุกขั้นตอนภายใต้การลงมติในที่ประชุมประชาคมหมู่บ้าน เพื่อให้ได้ข้อสรุป แนวทางปฏิบัติที่เป็นไปในทิศทางเดียวกัน ซึ่งเริ่มตั้งแต่การร่วมกันวางแผนไปถึงการประเมินผล และการร่วมกันวางแผนเพื่อพัฒนาองค์กรตนในอนาคต ทุกคนจะมีส่วนร่วม และได้ร่วมกันตามกระบวนการ ซึ่งตั้งแต่กระบวนการคิดวางแผนงาน นำไปสู่การปฏิบัติ และประเมินผลการดำเนินงาน เพื่อการพัฒนาการร่วมกันปฏิบัติให้มีประสิทธิภาพเพิ่มมากขึ้น สำหรับข้อเสนอแนะที่ได้จากการวิจัยมี 2 ประการ ได้แก่ 1) จากการวิจัยพบว่า ผู้ใหญ่บ้านมีบทบาทสำคัญในการขับเคลื่อนเปลี่ยนแปลง และพัฒนาชุมชน คนในชุมชน และปราชญ์ประจำชุมชนล้วนแล้วแต่อยู่ในวัยสูงอายุ ดังนั้นควรที่จะดึงคนรุ่นใหม่พลังแห่งการเปลี่ยนแปลงยุคใหม่ เข้ามามีส่วนร่วมในการร่วมกันผลิตบริการสาธารณะในทุก ๆ ด้านของชุมชน โดยเฉพาะการจัดการขยะแบบเบ็ดเสร็จในครัวเรือนต่อไป 2) ควรมีการศึกษา และวิจัยเพิ่มเติมในเชิงแนวคิด การร่วมกันผลิต (Coproduction)
Description
Coproduction in waste management of Baan-Thungsri M. 3 Thungsri Sub-district, Rongkwang District, Phrae have purpose to: To study the coproduction in waste management of Ban Thungsri M. 3, Thungsri Sub-district, Rong Kwang District, Phrae Province. To bring the research results into policy and academic recommendations, by study under the principle of "co-production of public services for integrated waste management". And research methods are in accordance with qualitative research methodology, and data collection is conducted using semi-structured in-depth interviewing method with samples of Ban Thungsri. Both the interviews with community leaders were selected based on the community management structure of the village of 8 people, and the method of recommendation was 12 persons from the head of the company, including 20 interviewees, and data analysis uses content analysis techniques. The study found that Ban Thungsri. It is important to cooperate with each other at all stages of the resolution process at the village community meeting. To get a conclusion practical approach in the same direction. From the planning to the evaluation and the planning to the development of the organization in the future. Everyone will participate and get along in the process. Since the planning process leads to practical implementation. And assess performance for joint development practices to increase efficiency. There are two main suggestions for research. 1) The research shows that the headman plays an important role in driving change and developing community. People in the community and the sages in the community are all in the old age. So should the new generation bring the power of change to the new age. To participate in the co-production of public services in all aspects of the community, especially household waste management in the next. 2) There should be further study and research on the concept "Co-production".
