Abstract
การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพการขับเคลื่อนนโยบายคุณภาพของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 และเพื่อเปรียบเทียบสภาพการขับเคลื่อนนโยบายคุณภาพของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 จำแนกตามระดับการศึกษา ประสบการณ์ทำงาน และขนาดของสถานศึกษาของผู้บริหารและครู กลุ่มตัวอย่างที่ใช้ในการวิจัย ผู้บริหารและครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 จำนวน 315 คน เครื่องมือที่ใช้ในการศึกษาค้นคว้า ได้แก่ แบบสอบถามแบบมาตรประมาณค่า (Rating Scale) สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่า T-test และค่า F-test จากผลการศึกษาพบว่า 1) สภาพการขับเคลื่อนนโยบายคุณภาพของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 ทั้ง 4 ด้าน ในภาพรวมอยู่ในระดับมากทุกด้าน ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านครูคุณภาพ และด้านนักเรียนคุณภาพ รองลงมา คือ ด้านโรงเรียนคุณภาพ และด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านสำนักงานเขตคุณภาพ 2) เปรียบเทียบสภาพการขับเคลื่อนนโยบายคุณภาพของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลำปาง เขต 3 พบว่า 1) จำแนกตามระดับการศึกษา โดยภาพรวมพบว่า แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้านพบว่า ผู้บริหารสถานศึกษาและครูที่มีระดับการศึกษาแตกต่างกัน มีความคิดเห็นในด้านสำนักงานเขตพื้นที่คุณภาพ ด้านโรงเรียนคุณภาพ ด้านครูคุณภาพ และด้านนักเรียนคุณภาพมีความแตกต่างกัน อย่างนัยสำคัญทางสถิติที่ระดับ .05 2) จำแนกตามประสบการณ์ทำงาน โดยภาพรวมพบว่า แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้าน พบว่า ผู้บริหารสถานศึกษาและครูที่มีประสบการณ์ในการทำงานแตกต่างกัน มีความคิดเห็นในด้านสำนักงานเขตพื้นที่คุณภาพ ด้านโรงเรียนคุณภาพ ด้านครูคุณภาพ และด้านนักเรียนคุณภาพ มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และ 3) จำแนกตามขนาดของสถานศึกษา โดยภาพรวมพบว่า แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้าน พบว่า ผู้บริหารสถานศึกษาและครูที่อยู่ในสถานศึกษาที่มีขนาดแตกต่างกัน มีความคิดเห็นในด้านสำนักงานเขตพื้นที่คุณภาพ ด้านโรงเรียนคุณภาพ ด้านครูคุณภาพ และด้านนักเรียนคุณภาพมีความแตกต่างกัน อย่างนัยสำคัญทางสถิติที่ระดับ .05
Description
The purposes of this research were to study the situation for moving the quality policy of educational institutions under the Office of Lampang Primary Education Service Area 3 and to compare the situation for moving the quality policy of educational institutions under the Office of Lampang Primary Education Service Area 3 classified by educational level, work experience and school size. The sample group was 315 people including school administrators and teachers working in the Office of Lampang Primary Education Service Area. The research instrument was questionnaire rating scale. The statistics data analysis was percentage, mean (μ), standard deviation (σ), T-test and F-test. The results of research found that 1) the situation for moving the quality policy of educational institutions under the Office of Lampang Primary Education Service Area 3. Overall, of 4 topics, were at a high level in every topics. The highest topic was the quality of teachers and quality of students. Next was the quality of schools and the lowest topic was the quality of the area office. 2) Comparing the situation for moving the quality policy of educational institutions under the Office of Lampang Primary Education Service Area 3 that classified by educational level, work experience and school size as follows: 1) classified by educational level. Overall, it was found that significantly different at the . 05 level; when considering each topic, it was found different education levels of school administrators and teachers resulting in different opinions of area office, quality of schools, quality of teachers and quality of students had a significantly different at the .05 level 2) classified by work experience. Overall, it was found that it was significantly different at the .05 level; when considering each topic, it was found different work experience of school administrators and teachers resulting in different opinions of area office, quality of schools, quality of teachers and quality of students had a significantly different at the .05 level and 3) classified by school size.
