Abstract
การศึกษาค้นคว้าด้วยตนเองฉบับนี้มีวัตถุประสงค์ 1) เพื่อวัดความสำเร็จการบริหารจัดการกองทุนหมู่บ้านและชุมชนเมืองของคณะกรรมการและสมาชิกกองทุนหมู่บ้าน โดยใช้ Balanced scorecard 2) เพื่อศึกษาเปรียบเทียบความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับความสำเร็จการบริหารจัดการกองทุนหมู่บ้าน และชุมชนเมืองของคณะกรรมการและสมาชิกกองทุนหมู่บ้าน และ 3) เพื่อศึกษาถึงปัญหา อุปสรรคและแนวทางในการปรับปรุงการบริหารจัดการกองทุนหมู่บ้านให้มีประสิทธิภาพมากขึ้น กลุ่มตัวอย่างที่ใช้ในการศึกษา ได้แก่ คณะกรรมการกองทุนหมู่บ้าน ในเขตพื้นที่จังหวัดพะเยา รวม 294 คน เครื่องมือที่ใช้ในการศึกษา ได้แก่ แบบสอบถาม โดยแบ่งเนื้อหาเป็น 3 ตอน ได้แก่ ตอนที่ 1 คำถามเกี่ยวกับข้อมูลทั่วไป เช่น เพศ อายุ อาชีพ ระดับการศึกษา รายได้ต่อเดือน และประสบการณ์ทำงานในกองทุนหมู่บ้าน ตอนที่ 2 แบบสอบถามเกี่ยวกับการวัดความสำเร็จของกองทุนหมู่บ้านในจังหวัดพะเยา โดยใช้ Balanced scorecard แบ่งเป็น 4 ด้าน ได้แก่ มุมมองด้านการเงิน มุมมองด้านสมาชิก มุมมองด้านกระบวนการภายใน และมุมมองด้านการพัฒนาความรู้ และตอนที่ 3 ปัญหา อุปสรรค และข้อเสนอแนะแนวทางการปรับปรุงการบริหารจัดการกองทุนหมู่บ้าน โดยนำมาวิเคราะห์ข้อมูล เพื่อหาค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน (S.D.) และการวิเคราะห์หาค่าความสัมพันธ์ระหว่างตัวแปรต้น ได้แก่ การทดสอบค่าทีเทสต์ (t-test) และการทดสอบความแปรปรวนแบบทางเดียว (One-way ANOVA) มีความสัมพันธ์ต่อของการวัดความสำเร็จของกองทุนหมู่บ้าน เพื่อทดสอบสมมติฐานที่ตั้งไว้ ผลการศึกษาพบว่า กลุ่มตัวอย่างแสดงความคิดเห็นต่อการวัดความสำเร็จของกองทุนหมู่บ้าน โดยใช้ Balanced scorecard กรณีศึกษาจังหวัดพะเยา โดยค่าเฉลี่ยทั้ง 4 ด้าน อยู่ในระดับดีมาก (ค่าเฉลี่ย 2.62) หากเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ มุมมองด้านการเงิน มีค่าเฉลี่ย 2.78 รองลงมา ได้แก่ มุมมองด้านการพัฒนาความรู้ มีค่าเฉลี่ย 2.63 รองลงมา มุมมองด้านกระบวนการภายใน มีค่าเฉลี่ย 2.56 และมุมมองด้านสมาชิก มีค่าเฉลี่ย 2.52 ผลการวิเคราะห์เปรียบเทียบข้อมูลสถิติอนุมานหรืออ้างอิง การทดสอบความแปรปรวนแบบทางเดียว (One-way ANOVA) พบว่า เพศ อายุ อาชีพ ระดับการศึกษา รายได้เฉลี่ยต่อเดือน และประสบการณ์ทำงานในกองทุนหมู่บ้านที่แตกต่างกัน มีความคิดเห็นของประชาชนที่มีต่อลักษณะการบริหารกองทุนหมู่บ้าน (วัดความสำเร็จของกองทุนหมู่บ้าน โดยใช้ Balanced scorecard) กรณีศึกษาจังหวัดพะเยา โดยรวมทั้ง 4 ด้าน ไม่แตกต่างกัน
Description
The objectives of the study were: 1) to measure the achievement of the village and community fund management of village fund committee and member using Balanced Scorecard, 2) to compare the relationships between the personal factors and the achievement of the village and community fund management of village fund committee and member, and 3) to study the problems, obstacles, and the guidelines to improvement the village fund management more effectively. The samples of this study were 249 village fund committees in Phayao Province. The research instrument was a questionnaire which consisted of 3 parts: Part 1 was a questionnaire about the general information such as age, gender, educational level, income and the working experience in village fund, Part 2 was a questionnaire about the measurement of village fund achievement in Phayao Province using Balanced Scorecard which was separated in 4 aspects: financial, member, internal process, and knowledge development, Part 3 was the problems, obstacles, and guidelines for improvement village fund management. The data were analyzed using mean, standard deviation, and using t-test, One-way ANOVA in the hypothesis test The results of this study were as follows: It was found that the samples’ opinion towards the measurement of the village fund achievement using Balanced Scorecard, a case study of Phayao Province in 4 aspects were at the high level (x̅ = 2.62). The first level of people’s opinion was the opinion on financial (x̅ = 2.78), followed by the opinion on knowledge development (x̅ = 2.63), the opinion on internal process (x̅ = 2.56), and the opinion on member was ranked last (x̅ = 2.52). For the result of One-Way ANOVA, it revealed that the different gender, age, profession, educational level, income and the working experience in village fund didn’t show any different of people’s opinion towards the village fund management (Measure the village fund achievement using Balanced Scorecard), a case study of Phayao Province in 4 aspects.
