| dc.description | The objectives of this research were to study factors influencing the success of prototype social development and welfare subdistrict project in Phayao Province. The samples groups were 66 of prototype social development and welfare subdistrict community. Research findings showed that the factor influencing the success of the project was as follows: Predisposing factors were: 1) knowledge of prototype subdistricts that the community understanding to the problems in local 2) operating budget was support from the Relevant Local Administrative Organization, community networks and department of the Ministry of Social Development and Human Security 3) personal and committed to working with community leaders and volunteers are interested in the solving community problems. The implementation process with integrated approach between community and network partners in coordination, database and activity project. Local administrative organization, government sectors and community play important roles in community and are interested in the social development, support the budget, personnel and solving community problems. Products with respect to project implementation were a workflow to work about the community welfare, resulting in social welfare for all of Phayao Province. The impact will be powerful in the society of Phayao to the welfare state province with the management and methods of social welfare for the local context matching, which can be expanded to other areas. And acknowledge the condition of work to be revised in the process of prototype social development and welfare subdistrict project in Phayao Province for the next year. | |
| dc.description.abstract | การศึกษามีวัตถุประสงค์ เพื่อศึกษาปัจจัยที่มีผลต่อความสำเร็จของ โครงการตำบลต้นแบบการพัฒนาสังคมและสวัสดิการสังคมจังหวัดพะเยา ประชากร คือ คณะทำงานตำบลต้นแบบการพัฒนาสังคมและสวัสดิการสังคม จังหวัดพะเยา จำนวน 66 คน สรุปผลการวิจัยพบว่า ปัจจัยที่มีผลต่อความสำเร็จของโครงการ ประกอบด้วยปัจจัยต่าง ๆ ดังนี้ ด้านปัจจัยนำเข้า ประกอบด้วย 1) องค์ความรู้ตำบลต้นแบบ คือ ชุมชนสามารถมองเห็นปัญหาที่เกิดขึ้นภายในชุมชนเอง 2) งบประมาณดำเนินงาน ได้รับการสนับสนุนจากหน่วยงานที่เกี่ยวข้อง คือ องค์กรปกครองส่วนท้องถิ่น เครือข่ายต่าง ๆ ในชุมชน และหน่วยงานของกระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ 3) บุคลากร และความมุ่งมั่นของคณะทำงาน คือ ผู้นำชุมชน และคนในชุมชนที่มีจิตอาสาให้ความสนใจในการแก้ไขปัญหาของชุมชน ด้านกระบวนการดำเนินงาน ใช้แนวทางการบูรณาการทำงานร่วมกันระหว่างหน่วยงาน ภาคีเครือข่าย และชุมชนในการประสานงาน การจัดทำฐานข้อมูล และกิจกรรมโครงการต่าง ๆ ทั้งนี้ องค์กรปกครองส่วนท้องถิ่น หน่วยงานภาครัฐ ชุมชน มีบทบาทสำคัญในชุมชน และมีความสนใจในงานด้านพัฒนาสังคม และให้การสนับสนุนงบประมาณ และบุคลากรในการทำงาน พร้อมให้การช่วยเหลือในเรื่องต่าง ๆ และแก้ไขปัญหาของชุมชน ผลิตผลที่เกิดขึ้นตามกิจกรรมโครงการที่ดำเนินงาน ทำให้มีรูปแบบของการทำงานด้านสวัสดิการในชุมชน ผลลัพธ์ คือ สวัสดิการสังคมถ้วนหน้าของจังหวัดพะเยา รวมทั้ง ผลกระทบที่จะเป็นพลังสู่การเป็นสังคมสวัสดิการ โดยมีรูปแบบการขับเคลื่อนสังคมของจังหวัดพะเยา และวิธีการจัดสวัสดิการสังคมที่เหมาะสมกับบริบทท้องถิ่นของจังหวัดพะเยา ที่สามารถขยายต่อไปยังพื้นที่อื่น และรับทราบเงื่อนไขบทเรียนปัญหาของการทำงาน ที่จะนำไปปรับปรุงแก้ไขในการทำงานตำบลต้นแบบการพัฒนาสังคม และสวัสดิการสังคมจังหวัดพะเยาในปีต่อไป | |
