Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาปัจจัยที่ส่งผลต่อการเป็นสมาชิกกองทุนสวัสดิการชุมชน ตำบลท่าวังทอง อำเภอเมืองพะเยา จังหวัดพะเยา ประชากรกลุ่มตัวอย่าง คือ ประชาชนที่เป็นสมาชิกกองทุน และไม่เป็นสมาชิกกองทุนสวัสดิการชุมชน ตำบลท่าวังทอง อำเภอเมืองพะเยา จังหวัดพะเยา จำนวน 410 คน วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย และนำไปเทียบกับเกณฑ์ เพื่ออภิปรายผล สรุปผลการวิจัย พบว่า ปัจจัยที่ส่งผลต่อการเป็นสมาชิกกองทุน โดยรวมอยู่ในระดับสูง โดยมีปัจจัยที่ส่งผลต่อการตัดสินใจเป็นสมาชิกกองทุนของผู้ที่เป็นสมาชิก โดยรวมอยู่ในระดับสูง ได้แก่ การเปลี่ยนแปลงคณะกรรมการกองทุน สวัสดิการชุมชน การดำเนินงานของคณะกรรมการกองทุนสวัสดิการชุมชน ความสะดวกสบายในการติดต่อประสานงานกับกองทุนสวัสดิการชุมชน ปัจจัยที่ส่งผลต่อการตัดสินใจเป็นสมาชิกกองทุนของผู้ที่ไม่เป็นสมาชิก อยู่ในระดับปานกลาง ได้แก่ การเปลี่ยนแปลงคณะกรรมการกองทุนสวัสดิการชุมชน การเปลี่ยนแปลงคณะผู้บริหารเทศบาลตำบลท่าวังทอง สวัสดิการ และอัตราเงินสมทบที่เปลี่ยนแปลง ดังนั้น จากผลการศึกษาครั้งนี้ การดำเนินงานของกองทุนไม่ควรอาศัยเงื่อนไขทางการเมืองเข้ามาเกี่ยวข้อง และเพิ่มการประชาสัมพันธ์จากกองทุนเป็นกองบุญ
Description
The objectives of this research were to study factors influencing the membership of the community welfare fund at Tha Wang Thong Subdistrict, Muang district, Phayao. The samples groups were 410 of membership and non-membership of the Community Welfare Fund, data were analyzed with the use of the percentage and mean for compared to discuss the results were found. Research findings showed that the factor influencing the decision to be a member of membership was at a high level, in descending order as follows: Change of the Community Welfare Fund Committee, implementation of the Community Welfare Fund Committee and comfortable to contract with Fund. For factor influencing the decision not to be the member of non-membership was at a moderate level, in descending order as follows: Change of the Community Welfare Fund Committee, Change board of director municipalities in Tha Wang Thong Subdistrict include change of welfare and contribution rate Funds. The results of this study showed that the Fund was not relying on political conditions and Funds should promote and raise the name of Fund to Merit Fund.
