Abstract
การศึกษา เรื่องความคาดหวังของเกษตรกรต่อบทบาทขององค์กรปกครองส่วนท้องถิ่นด้านส่งเสริมการเกษตร กรณีศึกษา องค์การบริหารส่วนตำบลจำป่าหวาย มีวัตถุประสงค์ของการวิจัย เพื่อศึกษาความคาดหวังของเกษตรกร และศึกษาปัญหาและแนวทางการแก้ไขที่มีต่อการส่งเสริมภาคเกษตรขององค์กรปกครองส่วนท้องถิ่นตำบลจำป่าหวาย การศึกษาใช้ระเบียบวิธีการวิจัยเชิงสำรวจ ใช้แบบสอบถาม จำนวน 380 ตัวอย่าง วิเคราะห์โดยใช้สถิติเชิงพรรณนา โดยใช้ตารางแจกแจงความถี่ ซึ่งแสดงผลเป็นร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน เพื่ออธิบายถึงลักษณะของข้อมูลในส่วนต่าง ๆ ของแบบสอบถามและการวิเคราะห์โดยใช้สถิติเชิงอนุมาน ในการทดสอบสมมติฐานของงานวิจัยส่วนนี้ใช้ Independent-sample t-test และใช้การวิเคราะห์ความแปรปรวนทางเดียว (One-way ANOVA) ผลการศึกษาพบว่า สิ่งที่เกษตรคาดหวังสูงสุด 3 อันดับแรก คือ ความคาดหวังให้ส่งเสริมและสนับสนุนให้เกษตรกรสามารถผลิตปุ๋ยอินทรีย์ เพื่อใช้ทดแทนปุ๋ยเคมี ความคาดหวังให้จัดตั้งศูนย์กลางจำหน่ายสินค้าการเกษตรในชุมชน และความคาดหวังให้ส่งเสริมให้เกษตรกรมีการรวมกลุ่มเพื่อมีอำนาจในการกำหนดราคาสินค้าได้เอง ผลการศึกษาความแตกต่างลักษณะทางประชากรศาสตร์กับระดับความคาดหวังของเกษตร พบว่า ปัจจัยด้าน เพศ อายุ พื้นที่เพาะปลูก ต่างกันมีระดับความคาดหวังของเกษตรกร โดยรวมไม่แตกต่างกัน แต่ปัจจัยด้านระดับการศึกษา พืชผลทางการเกษตรที่เพาะปลูก และรายได้จากการทำการเกษตรที่แตกต่างกัน มีผลต่อระดับความคาดหวังของเกษตรกรแตกต่างกัน ข้อเสนอแนะ ควรกำหนดนโยบายส่งเสริมการเกษตรโดยให้เกษตรกรสามารถผลิตปุ๋ยอินทรีย์เพื่อใช้ทดแทนปุ๋ยเคมี และสามารถจัดการทรัพยากรทางการเกษตรให้เหมาะสมและคุ้มค่า โดยเฉพาะเกษตรกรที่มีรายได้หลักจากการประกอบอาชีพเกษตรกรรม
Description
The study is aimed to investigate an expectation of farmers on a role of a local administration, Champawai Subdistrict Administrative Organization (SAO), Muang district, Phayao, in order to support agriculture. Moreover, the study also sheds the light on a problem occurred from an ineffective role of SAO to support agricultural sector, and on a solution for the stated problem. The study methodology is a survey research. Descriptive Statistics is applied to analyze data collected from 380 survey respondents. Analyzed survey data is shown in a frequency distributive table, including percentage, mean, and standard deviation. While Inferential Statistics, Independent-sample t-test and One-way ANOVA, is applied to examine an assumption of the study. The study results indicate three main expectations of farmers towards SAO. First, a role of SAO to promote and support knowledge and know-how to produce organic fertilizer so as to decrease a utilization of chemical fertilizer. Second, farmers expect an SAO promotion to establish a community center for agricultural product sale. Finally, a farmer cooperation group is expected to set up in order to get farmers together to gain more negotiation power on price setting. Furthermore, the study also examines a relationship between differences on demographics and expectations on a supporting role of a local administration to agriculture and the results indicate that gender, age, and a land size make no difference on farmer expectations. On the other hand, differences in educational levels, types of agricultural products, and incomes make differences on farmer expectations towards a role of SAO on agricultural sector. This recent study suggests an SAO to launch a policy to support agricultural sector and farmers whose incomes rely heavily on agricultural products by acknowledging them hoe to produce organic fertilizers in order to decrease a utilization of chemical substances and to manage natural resources properly and worthily.
