| dc.description | The purpose of this study were 1) to study the involvement of The Participation of People in Development Planning at Meaga Municipality Muang District, Phayao Province 2) to study the problems-threat and suggestions. About The Participation of People in Development Planning at Meaga Municipality Muang District, Phayao Province. The study population included. Head of household or representative is domiciled in Meaga Municipality Muang District, Phayao Province. All 18 districts in Phayao Province village of 370 people who used to collect samples for analysis and parsing, frequency, percentage, mean, standard deviation, F-test results are summarized below. The participation of the samples, the level of participation in the development planning at Meaga Municipality. The level of participation was found to be in the middle level. Showed that involved in the planning, joint operation , monitoring and evaluation, beneficiaries were found to be in the middle level. By participating in the planning, followed by participation in joint operations. Participation in the monitoring and evaluation. The benefits are minimal. The results showed that the level of education. From this group. And residence time. Samples with different levels of education. The level of participation in the Development Planning at Meaga Municipality was different. The hypothesis. The sample group. Monitoring programs are not monitored continuously. The evaluation of the community. Lack of space to explore the place of performance. People do not know about the project / activity. It is impossible to evaluate them. Most people do not receive benefits. And thorough. To suggestion that Meaga Municipality should promote the development planning of Meaga Municipality to the public in the area to provide a clear understanding and mapping the exact schedule. For public participation in planning. Involvement in the issues will be understood to include all groups of people. Should allow people from all sectors to participate in the project / activity. And should act on municipalities. Should appoint an officer or work in the area monitoring the implementation of sustainable community. Public relations activities and projects. Public awareness. | |
| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์ 1. เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กา อําเภอเมืองพะเยา จังหวัดพะเยา 2. เพื่อศึกษาปัญหาอุปสรรค และข้อเสนอแนะ เกี่ยวกับ การมีส่วนร่วมในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กา อําเภอเมืองพะเยา จังหวัดพะเยา ประชากร ที่ใช้ในการศึกษาครั้งนี้ได้แก่ หัวหน้าครอบครัวหรือตัวแทนครัวเรือนที่มีภูมิลําเนาอยู่ในเขตเทศบาลตําบลแม่กา อําเภอเมืองพะเยา จังหวัดพะเยา ทั้งหมด 18 หมู่บ้าน จํานวน 370 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม สําหรับการวิเคราะห์ข้อมูล ได้แก่ การแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบเอฟเทส ผลการศึกษาสรุปได้ ดังนี้ ระดับการมีส่วนร่วมของประชากรกลุ่มตัวอย่างมีระดับการส่วนร่วมในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กา ในภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้านพบว่า กลุ่มตัวอย่างมีส่วนร่วมในการวางแผน ในการร่วมปฏิบัติ ในการติดตามและประเมินผล ร่วมรับผลประโยชน์ อยู่ในระดับปานกลาง โดยมีส่วนร่วมในการวางแผน มากที่สุด รองลงมาคือ การมีส่วนร่วม ในการร่วมปฏิบัติ และการมีส่วนร่วมในการติดตามและประเมินผล ส่วนการมีส่วนร่วมรับผลประโยชน์ น้อยที่สุด ผลการศึกษา พบว่า ตัวแปรระดับการศึกษา การเป็นสมาชิกกลุ่ม และระยะเวลาที่พักอาศัย กลุ่มตัวอย่างที่มีระดับการศึกษาที่ต่างกัน มีระดับการมีส่วนร่วมในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กาแตกต่างกัน ตามสมมติฐาน กลุ่มตัวอย่างที่เป็นสมาชิกกลุ่ม มีระดับการมีส่วนร่วมในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กาแตกต่างกัน ตามสมมติฐาน กลุ่มตัวอย่างที่พักอาศัยที่ต่างกัน มีระดับการมีส่วนร่วมในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กา แตกต่างกันตามสมมติฐาน ปัญหา อุปสรรค และข้อเสนอแนะ ในการมีส่วนร่วม ของประชาชน ในการจัดทําแผนพัฒนาเทศบาลตําบลแม่กา ประชาชนในพื้นที่ขาดการมีส่วนร่วมในการจัดทําแผนพัฒนายังมีส่วนน้อย ประชาชนขาดความรู้ไม่มีเวลาเข้าร่วมในการวางแผน การติดตามประเมินผล โครงการต่าง ๆ ไม่มีการติดตามอย่างต่อเนื่อง ขาดการประเมินผลในชุมชน ขาดการลงพื้นที่เพื่อสํารวจผลการดําเนินงานที่วางไว้ ประชาชนไม่ทราบรายละเอียดโครงการ/กิจกรรมต่าง ๆ ทําให้ไม่สามารถติดตามประเมินผลได้ประชาชนไม่ได้รับผลประโยชน์อย่างสูงสุด และไม่ทั่วถึง ข้อเสนอแนะ คือ เทศบาลควรประชาสัมพันธ์การจัดทําแผนพัฒนาเทศบาลให้ประชาชนในพื้นที่ได้รับทราบ ให้ความรู้ ความเข้าใจอย่างชัดเจน และกําหนดวัน เวลา การจัดทําแผนที่แน่นอน เพื่อให้ประชาชนได้มีส่วนร่วมในการวางแผน แนะนําในการมีส่วนร่วม ปฏิบัติงานด้านต่าง ๆ ให้เข้าใจ ให้ครอบคลุมทุกกลุ่มประชาชน ควรเปิดโอกาสให้ประชาชน ทุกภาคส่วนเข้าร่วมเป็นคณะกรรมการในโครงการ/กิจกรรมต่าง ๆ และควรปฏิบัติวันหยุดเทศบาลควรจัดเจ้าหน้าที่หรือแต่งตั้งคณะทํางานในภาคประชาชนลงพื้นที่ติดตามประเมินผลการดําเนินงานในชุมชนอย่างต่อเนื่อง และประชาสัมพันธ์กิจกรรมโครงการต่าง ๆ ให้ประชาชนได้รับรู้ | |
