| dc.description | This research aimed to study the level of public participation in the preparation, Province and to study problems and difficulty on public participation in the preparation of the local development plans at San Pa Muang Municipal District, Mueang District, Phayao Province. The samples of the study were 353 people from 8 villages in San Pa Muang district area. The instrument was the questionnaire comprising 3 parts: Part 1: basic information, Part 2: level of public participation in the preparation, and Part 3: Open-ended questionnaire about problems and suggestions. The statistics used in data interpretation were percentage, frequency, mean, and standard. The results showed that the samples gave their opinions on the level of the public participation in the preparation of development plans at high level. The level of public participation in the benefits was highest, followed by the public participation was in the action, public participation in making decision and the least level of the public participation in the evaluation was in the action aspect. | |
| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาระดับการมีส่วนร่วมของประชาชน ในการจัดทำแผนพัฒนาเทศบาลตำบลสันป่าม่วง และเพื่อศึกษาปัญหาและอุปสรรค ในการจัดทำแผนพัฒนาเทศบาลตำบลสันป่าม่วง กลุ่มตัวอย่าง คือ ประชาชนในพื้นที่ตำบลสันป่าม่วง จำนวน 8 หมู่บ้าน รวม 353 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม โดยแบ่งเนื้อหา ออกเป็น 3 ตอน คือ ตอนที่ 1 ข้อมูลทั่วไป ตอนที่ 2 ระดับการมีส่วนร่วมของประชาชน และตอนที่ 3 แบบสอบถามปลายเปิดเกี่ยวกับปัญหาข้อเสนอแนะ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าความถี่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า ประชาชนกลุ่มตัวอย่างแสดงความคิดเห็นต่อระดับการมีส่วนร่วมในการจัดทําแผนพัฒนาเทศบาลตําบลสันป่าม่วง โดยรวมและเป็นรายด้านทั้ง 4 ด้าน อยู่ในระดับมาก เรียงลําดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการมีส่วนร่วมในผลประโยชน์ รองลงมา คือ ด้านการมีส่วนร่วมในการปฏิบัติการ ด้านการส่วนร่วมในการตัดสินใจ และลําดับสุดท้ายด้านการมีส่วนร่วมในการประเมินผล | |
