| dc.description | The purpose of Independent Study was as follows: 1) To study public participation in administration of Maesuk Sub-district Administrative Organization Maechai District Phayao Province. 2) To compare Public Participation in Administration of Maesuk Sub-district Administrative Organization Maechai District Phayao Province with gender, age and education differences. 3) To study the suggestions about the problems and resolve problems public participation in administration of Maesuk Sub-district Administrative Organization Maechai District Phayao Province. The population of the study who were the elections of 4,339 populations, aged more than 18 years. The questionnaires were used for collecting data. The descriptive statistics used in analyzing data were percentage, mean, standard deviation, t-test and f-test. If the difference was statistically significant difference in the average earnings by means of the LSD (Least-Significant Different) by presented in tabular form of presentation. The results of this study were as follows: 1. Public participation in administration of Maesuk Sub-district Administrative Organization Maechai District Phayao Province. Also included 4 fields were rated at moderate level. In each field divided as follows arrange from the most to the least such as join the problem, participation in monitoring operations, participation activities, participatory district development plan were rated at moderate level. 2) The results of hypothesis were that population of different age with public participation in administration of Maesuk Sub-district Administrative Organization, also included were 4 different fields. The population of different gender and education with the efficiency administration of Maesuk Sub-district Administrative Organization, also included were 4 fields, no difference which does not conform to the assumptions set statistically significant at the 0.05 level. 3) The problem of the respondents found that: 1) The population need to accept their opinion in order to guide administration and development of villages and district. 2) When have the problems of public urgent action was delayed. 3) Public meetings were not thorough. 4) The population hadn’t comment opportunity to participate in the development plan of Sub-district Administrative Organization. 5) The population didn’t participate in the plan as a function of time. 6) Sub district Administrative Organization hadn’t organized in cooperation with Sub-district Administrative Organization nearby to unity. 7) Sub-district Administrative Organization didn’t allow population to participate in the events and activities that population wanted. 8) The population didn’t know the overall result openly. 9) The population didn’t co-operate in monitoring activities with members of Sub-district Administrative Organization. 4) The solutions of the respondents found that 1) Administrators, members of Sub-district Administrative Organization should be congress more proactive in the community to listen to problems and suggestions for administration. 2) Administrators, members of Sub-district Administrative Organization accelerated the implementation of the urgent and timely. 3) Sub-district Administrative Organization should be All forms of media publicity so that people get to know them thoroughly. 4) Should be open to the public hearing and comment on the Development Plan for the district. 5) Should be meeting community at the time, as the morning or early evening 6) should be encouraged to join together the public, but local organizations such as local sports. 7) Should provide opportunities for public participation in the activity and fully implemented. 8) Allow people to get involved in their performance and should report results on a regular basis. 9) Public participation and monitoring the performance of the members of Sub-district Administrative Organization and administrators. | |
| dc.description.abstract | การศึกษาค้นคว้าด้วยตนเองนี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สุก อำเภอแม่ใจ จังหวัดพะเยา 2) เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สุก อำเภอแม่ใจ จังหวัดพะเยา ที่มีเพศ อายุ และระดับการศึกษา แตกต่างกัน 3) เพื่อศึกษาข้อเสนอแนะเกี่ยวกับปัญหา และแนวทางแก้ไขปัญหาการมีส่วนร่วมของประชาชน ในการบริหารงานขององค์การบริหารส่วนตำบลแม่สุก อำเภอแม่ใจ จังหวัดพะเยา ประชากรที่ใช้ในการศึกษา คือ ประชาชนผู้มีสิทธิเลือกตั้งอายุ 18 ปีขึ้นไป จำนวน 4,339 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ค่าเฉลี่ย ค่าความถี่ และการทดสอบค่า t-test และ f-test ถ้าพบความแตกต่างอย่างมีนัยสำคัญทางสถิติ จะทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีการของ LSD (Least-Significant Different) นำเสนอในรูปแบบตารางประกอบการบรรยาย ผลการศึกษาพบว่า 1. การมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สุก อำเภอแม่ใจ จังหวัดพะเยา โดยรวมทั้ง 4 ด้านอยู่ในระดับปานกลาง และเมื่อแยกออกเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยเรียงตามลำดับมากไปหาน้อย ได้แก่ ด้านการร่วมเสนอปัญหา มีค่าแปลผลอยู่ในระดับปานกลาง รองลงมา คือ ด้านการมีส่วนร่วมตรวจสอบติดตามการดำเนินงาน ด้านการมีส่วนร่วมกิจกรรม และด้านการมีส่วนร่วมจัดทำแผนพัฒนาตำบล มีค่าแปลผลอยู่ในระดับปานกลาง ตามลำดับ 2. ผลการทดสอบสมมติฐานพบว่า ประชาชนที่มีอายุต่างกันมีความคิดเห็นเกี่ยวกับการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลแม่สุก โดยรวมทั้ง 4 ด้านแตกต่างกัน ส่วนประชาชนที่มีเพศ และระดับการศึกษาต่างกัน มีความคิดเห็นการมีส่วนร่วมในการบริหารงานขององค์การบริหารส่วนตำบลแม่สุก โดยรวมทั้ง 4 ด้านไม่แตกต่างกัน ซึ่งไม่เป็นไปตามสมมติฐานที่ตั้งไว้อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 3. ปัญหาจากผู้ตอบแบสอบถาม พบว่า 1) ประชาชนต้องการให้ อบต. ยอมรับความคิดเห็นของตนเพื่อเป็นแนวทางในการบริหารและพัฒนาหมู่บ้านและตำบล 2) เมื่อมีปัญหาสาธารณภัยเร่งด่วน อบต. ดำเนินการแก้ไขล่าช้า 3) การประชาสัมพันธ์การจัดประชุมไม่ทั่วถึง 4) ประชาชน ไม่มีโอกาสให้เข้าร่วมแสดงข้อคิดเห็น ในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล 5) ประชาชนไม่สะดวกในการเข้าร่วมประชุมการจัดทำแผนเนื่องจากเป็นเวลาทำงาน 6) องค์การบริหารส่วนตำบลไม่จัดกิจกรรมร่วมกับองค์กรปกครองท้องถิ่นใกล้เคียง เพื่อสร้างความสามัคคี 7) อบต. ไม่เปิดโอกาสให้ประชาชนได้มีส่วนร่วมคิดกิจกรรมและดำเนินกิจกรรมตามที่ประชาชนต้องการ 8) การไม่ได้รับทราบผลการดำเนินงานอย่างเปิดเผย 9) ประชาชนไม่ได้รับความมือร่วมมือกันในตรวจสอบการทำงานและกิจกรรมร่วมกับสมาชิกสภาองค์การบริหารส่วนตำบล 4. แนวทางแก้ไขจากผู้ตอบแบบสอบถาม พบว่า 1) อบต. เปิดกว้างในการรับฟังความคิดเห็นของประชาชน 2) อบต.เร่งพิจารณาดำเนินการแก้ไขเร่งด่วนให้ทันสถานการณ์ 3) อบต. ใช้สื่อการประชาสัมพันธ์ทุกรูปแบบเพื่อให้ประชาชนได้รับทราบอย่างทั่วถึง 4) ควรเปิดโอกาสให้ประชาชนได้ร่วมรับฟังและแสดงความคิดเห็นการจัดทำแผนพัฒนาตำบล 5) ควรจัดประชุมประชาคมในเวลานอกเวลาราชการ เช่น ตอนภาคเช้า หรือตอนภาคค่ำ 6) ควรมีการส่งเสริมให้มีการเชื่อมสัมพันธ์ระหว่างประชาชนแต่องค์การปกครองส่วนท้องถิ่น เช่น งานกีฬาท้องถิ่น 7) ควรให้โอกาสประชาชนในการร่วมคิดกิจกรรม และร่วมดำเนินกิจกรรมอย่างเต็มที่ 8) เปิดโอกาสให้ประชาชนเข้าไปมีส่วนร่วมรับทราบผลการปฏิบัติงาน และควรรายงานผลการดำเนินงานเป็นประจำ 9) ให้ประชาชนมีส่วนร่วมติดตามและตรวจสอบการปฏิบัติงานของสมาชิกองค์การบริหารส่วนตำบลและผู้บริหารองค์การบริหารส่วนตำบล | |
