การมีส่วนร่วมของประชาชนและผู้นำชุมชนในการป้องกันและแก้ไขปัญหายาเสพติดในพื้นที่เขตตำบลหงาว อำเภอเทิง จังหวัดเชียงราย

| dc.description | The purpose of this study was to exam participation of people and local community leader in prevention and solving the problem of drug abuse in Ngaw Sub-District, Thoeng District, Chiang Rai Province. Including problems and suggestion to solving participation of people and local community leader. There were 351 study participants consisting of 20 villages of people and local community leader. The study instrument was self-administered questionnaire. Data were analyzed using percentage, mean and standard deviation. The result was found that participation of people and local community leader in prevention and solving the problem of drug abuse was at high level (x̅ = 3.56). The individual sides were in middle to high level. The participation to beneficial from prevention and solving the problem of drug abuse has highest average (x̅ = 3.88) and high level behave. The participation to decision in prevention and solving the problem of drug abuse (x̅ = 3.49) and middle level behave. The participation to evaluate prevention and solving the problem of drug abuse (x̅= 3.43) and middle level behave. The lowest average was participation in prevention and solving the problem of drug abuse (x̅ = 3.42) and middle level behave. There had improve participate problem in all dimensions until decision participation, operating participation, beneficial participation and evaluate participation. The behave suggestion was that executive in Ngaw Sub-District, Thoeng District, Chiang Rai Province. Must give precedence in participation and give chance in participation of people and local community leader to decide to policy and strategic in prevention and solving the problem of drug abuse in Ngaw Sub-District, Thoeng District, Chiang Rai Province. There gave an opportunity to people to participate in program and way in activities of prevention and solving the problem of drug abuse in area to consider community stage for find requirement and potential of region in make self-activities of prevention and solving the problem of drug abuse. The relationship institute must promote people and local community leader to participate in prevention and solving the problem of drug abuse seriously. The policy suggestion was that ministry of interior and relationship institute must decide participation of people and local community leader to policy and important strategic in prevention and solving the problem of drug abuse of country, support budget in prevention and solving the problem of drug abuse of local government and institute relate to prevention and solving the problem of drug abuse in province. There must work integration including planning or project area and target group to participation of people and local community leader in prevention and solving the problem of drug abuse substantial. | |
| dc.description.abstract | การศึกษาค้นคว้าครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการมีส่วนร่วมของประชาชน และผู้นําชุมชนในการป้องกัน และแก้ไขปัญหายาเสพติดในพื้นที่เขตตำบลหงาว อำเภอเทิง จังหวัดเชียงราย ตลอดจนปัญหาอุปสรรค และข้อเสนอแนะแนวทางแก้ไขปัญหา การมีส่วนร่วมของประชาชน และผู้นำชุมชน โดยศึกษาในกลุ่มประชาชน และผู้นำชุมชน 20 หมู่บ้าน จำนวน 351 คน เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถามที่ผู้ศึกษาสร้างขึ้นเอง วิเคราะห์ข้อมูลโดยใช้สถิติ ร้อยละ ค่าคะแนนเฉลี่ย ( Χ ) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และสรุปเป็นความเรียง ในการอธิบายความ ผลการศึกษา พบว่า การมีส่วนร่วมของประชาชนและผู้นำชุมชนในการป้องกันและแก้ไขปัญหายาเสพติด กลุ่มตัวอย่างปฏิบัติ อยู่ในระดับมาก (x̅ = 3.56) เมื่อพิจารณารายด้าน อยู่ในระดับปานกลางถึงระดับมาก โดยด้านการมีส่วนร่วมในการรับผลประโยชน์จากการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด มีค่าเฉลี่ยสูงสุด (x̅ = 3.88) ปฏิบัติอยู่ในระดับมาก รองลงมา ด้านการมีส่วนร่วมในการตัดสินใจในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด (x̅ = 3.49) ปฏิบัติอยู่ในระดับปานกลาง และด้านการมีส่วนร่วมในการประเมินผล การดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด (x̅ = 3.43) ปฏิบัติอยู่ในระดับ ปานกลางส่วนด้านที่มีค่าเฉลี่ยต่ำสุด ได้แก่ ด้านการมีส่วนร่วมในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด (x̅ = 3.42) ปฏิบัติอยู่ในระดับปานกลาง และพบปัญหาที่ต้องพัฒนาระดับการมีส่วนร่วมในทุกมิติ ตั้งแต่การมีส่วนร่วมในการตัดสินใจ การมีส่วนร่วมในการดำเนินงาน การมีส่วนร่วมในการรับผลประโยชน์ และการมีส่วนร่วมในการประเมินผล มีข้อเสนอแนะ ดังนี้ ข้อเสนอแนะระดับปฏิบัติ ได้แก่ ผู้บริหารเทศบาล ตำบลหงาว อำเภอเทิง จังหวัดเชียงราย ควรให้ความสำคัญในเรื่องการมีส่วนร่วมของประชาชนและผู้นำชุมชน โดยกำหนดการมีส่วนร่วมของประชาชนและผู้นำชุมชนเป็นนโยบายหรือเป็นยุทธศาสตร์หลักในการป้องกัน และแก้ไขปัญหายาเสพติดในพื้นที่เขต ตำบลหงาว อำเภอเทิง จังหวัดเชียงราย เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการกำหนดแผน และแนวทางในจัดกิจกรรมป้องกัน และแก้ไขปัญหายาเสพติดในระดับพื้นที่ โดยการจัดทำเวทีประชาคม เพื่อค้นหาความต้องการและศักยภาพของท้องถิ่น ในการจัดกิจกรรมป้องกันและแก้ไขปัญหายาเสพติดด้วยตนเอง และหน่วยงานหลักที่เกี่ยวข้องทุกระดับ ควรส่งเสริมให้ประชาชนและผู้นำชุมชนมีส่วนร่วมในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดอย่างจริงจัง ส่วนข้อเสนอแนะในระดับนโยบาย รัฐบาลโดยกระทรวงมหาดไทยและหน่วยงานที่เกี่ยวข้องควรกำหนดให้การมีส่วนร่วมของประชาชนและผู้นำชุมชน เป็นนโยบายและยุทธศาสตร์สำคัญในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดของประเทศ สนับสนุนงบประมาณในหมวดการส่งเสริมการมีส่วนร่วมในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดขององค์กรปกครองส่วนท้องถิ่นให้เหมาะสม และหน่วยงานที่มีบทบาทภารกิจที่เกี่ยวข้องกับการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดในระดับจังหวัด ควรมีทำงานแบบบูรณาการ ทั้งในเรื่องแผนงานหรือโครงการ พื้นที่ และกลุ่มเป้าหมาย เพื่อให้การมีส่วนร่วมของประชาชนและผู้นำชุมชนในการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติดเป็นรูปธรรมอย่างแท้จริง | |
