| dc.description | This research aimed to investigate the state and guidelines for personnel management according to the principles of good governance among support staff at the University of Phayao. Specifically, it sought to compare these practices across different educational backgrounds and work experiences. The study involved 280 support staff members and 5 university administrators. The findings revealed that overall personnel management practices among support staff at University of Phayao were rated as very satisfactory. When comparing these practices across various educational backgrounds and work experiences, it shows significant differences. Additionally, the study proposed guidelines for personnel management, suggesting adherence to principles of equity and transparency in committee appointments, recruitment, selection, hiring, and contract agreements. It emphasized considerations such as salary, compensation, benefits, and welfare, focusing on job performance outcomes, performance evaluations, performance-based rewards, clear and transparent leave policies, and staff development to enhance skills and competence. Considerations of employee rights, as stipulated by law, were also highlighted. This research contributes to the understanding of personnel management practices in the academic setting, providing insights into areas for improvement and offering practical guidelines for enhancing ethical conduct in personnel management. | |
| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์ของการวิจัย 1) เพื่อศึกษาสภาพการบริหารงานบุคคลตามหลักธรรมาภิบาลของพนักงานสายสนับสนุน มหาวิทยาลัยพะเยา 2) เพื่อเปรียบเทียบสภาพการบริหารงานบุคคล ตามหลักธรรมาภิบาลของพนักงานสายสนับสนุน มหาวิทยาลัยพะเยา จำแนกตามวุฒิการศึกษาและประสบการณ์ในการทำงาน และ 3) เพื่อศึกษาแนวทางการบริหารงานบุคคลตามหลักธรรมาภิบาลของพนักงานสายสนับสนุนมหาวิทยาลัยพะเยา กลุ่มตัวอย่าง ได้แก่ พนักงานสายสนับสนุนมหาวิทยาลัยพะเยา จำนวน 280 คน และ ผู้บริหารมหาวิทยาลัยพะเยา จำนวน 5 คน ผลการวิจัย พบว่า 1) สภาพการบริหารงานบุคคลตามหลักธรรมาภิบาลของพนักงานสายสนับสนุนในมหาวิทยาลัยพะเยา โดยภาพรวมทุกด้านอยู่ในระดับมากที่สุด 2) เปรียบเทียบสภาพการบริหารงานบุคคลตามหลักธรรมาภิบาลของพนักงานสายสนับสนุน มหาวิทยาลัยพะเยา จำแนกตามวุฒิการศึกษาและประสบการณ์ในการทำงาน โดยภาพรวมแตกต่างกัน และ 3) แนวทางการบริหารงานบุคคลตามหลักธรรมาภิบาลของพนักงานสายสนับสนุน มหาวิทยาลัยพะเยา ด้านคณะกรรมการ ควรยึดตามหลักความเสมอภาค เท่าเทียมกัน ด้านการกำหนดตำแหน่ง การบรรจุ การแต่งตั้ง การจ้างและการทำสัญญาจ้าง จะต้องตรงกรอบความรู้ความสามารถ ด้านเงินเดือน ค่าตอบแทน สิทธิประโยชน์ และสวัสดิการต่าง ๆ พิจารณาความดีความชอบ มุ่งเน้นที่ผลสัมฤทธิ์ของงาน ด้านการประเมินผลการปฏิบัติงาน ประเมินตามเกณฑ์ที่กำหนดไว้ มุ่งผลสัมฤทธิ์ในงาน ด้านการลา มีนโยบายการลาที่ชัดเจนและโปร่งใส ด้านการพัฒนาบุคลากรมหาวิทยาลัย ส่งเสริมสนับสนุนเพิ่มประสิทธิภาพด้านทักษะความชำนาญในหน้าที่ที่รับผิดชอบ ด้านการออกจากงาน คำนึงถึงสิทธิต่าง ๆ ที่จะต้องได้รับตามที่กฎหมายกำหนด | |
