| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาปัญหาการบริหารงานพัสดุของเทศบาลตำบลในเขตอำเภอเมืองพะเยา และศึกษาแนวทางการพัฒนาการบริหารงานพัสดุให้ถูกต้อง และมีประสิทธิภาพได้ดำเนินการเก็บแบบสอบถามจากนายกเทศมนตรี ปลัดเทศบาล ผู้อำนวยการกอง หัวหน้าฝ่าย เจ้าหน้าที่พัสดุ พนักงานจ้าง ผู้ที่เกี่ยวข้องหรือผู้แทนด้านพัสดุ เทศบาลตำบลในเขตอำเภอเมืองพะเยา ทั้งหมด 9 แห่ง ๆ ละ 10 คน โดยวิธีการสุ่มตัวอย่างตามสะดวก ได้กลุ่มตัวอย่างจำนวนทั้งสิ้น 90 คน ได้ผลการวิจัย ดังนี้ ปัญหาการบริหารงานพัสดุของเทศบาลตำบลในเขตอำเภอเมืองพะเยา จังหวัดพะเยา พบว่า ค่าเฉลี่ยในภาพรวมอยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.02 เมื่อจำแนกตามระดับปัญหา พบว่า เรื่องที่มีระดับปัญหามากที่สุด คือ ด้านการจำหน่าย มีค่าเฉลี่ยเท่ากับ 3.13 อยู่ในระดับปานกลาง รองลงมา คือ ด้านการบำรุงรักษา มีค่าเฉลี่ยเท่ากับ 3.03 อยู่ในระดับปานกลาง ด้านการจัดหาพัสดุ มีค่าเฉลี่ยเท่ากับ 2.98 และด้านการแจกจ่ายและควบคุมพัสดุ มีค่าเฉลี่ยเท่ากับ 2.93 อยู่ในระดับปานกลาง ตามลำดับ ระดับนัยสำคัญของปัญหาการบริหารงานพัสดุของเทศบาลตำบลในเขตอำเภอเมืองพะเยา จังหวัดพะเยา พบว่า เทศบาลตำบลในเขตอำเภอเมืองพะเยา มีปัญหาการบริหารงานพัสดุของเทศบาลตำบลในเขตอำเภอเมืองพะเยา จังหวัดพะเยา แตกต่างกันอย่างมีนัยสำคัญทางสถิติ และเมื่อวิเคราะห์เป็นรายข้อ พบว่า ด้านการจัดหาพัสดุ ด้านการแจกจ่ายและควบคุมพัสดุ ด้านการบำรุงรักษา ด้านการจำหน่าย มีปัญหาการบริหารงานพัสดุของเทศบาลตำบลในเขตอำเภอเมืองพะเยา จังหวัดพะเยา แตกต่างกันอย่างมีนัยสำคัญทางสถิติ แนวทางการพัฒนาการบริหารงานพัสดุให้ถูกต้องและมีประสิทธิภาพ ควรมีการควบคุมจากภายในโดยเฉพาะอย่างยิ่งด้านการจัดซื้อจัดจ้าง จะต้องควบคุมได้ทั้งด้าน คน ระบบ หรือขั้นตอน ตลอดจนวัดผลงานที่ดำเนินการไปแล้ว การควบคุมด้านพัสดุและครุภัณฑ์พิจารณา ด้านป้องกัน คือ มิให้ซื้อมาเก็บไว้มากเกินจำเป็น และด้านรักษาไม่ให้พัสดุครุภัณฑ์สูญหาย หรือเสียหาย หรือเสื่อมคุณภาพเร็วเกินควร ให้มีการแบ่งงาน หน้าที่ความรับผิดชอบแยกกันโดยเด็ดขาด เพื่อป้องกันมิให้บุคคลเดียวควบคุมงานทั้งหมด ซึ่งจะก่อให้เกิดการทุจริต ยากแก่การตรวจสอบ ผู้บริหารไม่สามารถทราบได้จนกว่าจะมีการเปลี่ยนเจ้าหน้าที่คนใหม่ วางระบบขั้นตอนปฏิบัติงาน เพื่อให้เจ้าหน้าที่ถือปฏิบัติในแนวเดียวกัน จะได้ไม่มีข้อโต้แย้งในภายหลัง ระบบสายงาน ระเบียบ หรือขั้นตอนที่วางไว้จะต้องให้มีการสอบยันภายในระหว่างกันทุกขั้นตอนเสมอ เป็นการตรวจสอบข้อผิดพลาดระหว่างกัน และป้องกันการกระทำทุจริตได้ยากยิ่งขึ้น จัดให้มีการทำรายงานเพื่อทราบความเคลื่อนไหว และสามารถวัดผลงานได้เป็นระยะ ๆ | |
