| dc.description | The purpose of this study was to examine the operation management in financial and treasury of Sobprab Local Government, Sobprab District, Lampang Province according to standard criteria of operation of local government in financial and treasury management comparing old version and new version to find the solution and improve the operation. The sampling of the study was 60 officers, employees and local government members. The statistics used were percentage, mean and standard deviation. The result of the study revealed that the majority of subjects were male, age range 31 – 40 years, bachelor’s degree, experienced in working with local government from 5 years or more. Performance evaluation by the year 2010 found that local government had tax rules and procedures by using various media most effectively. Performance evaluation by the year 2011 found that local government used central biding location for seal auction in purchasing according to budget provision most effectively. | |
| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการดำเนินงานด้านการบริหารงานการเงินและการคลัง ขององค์การบริหารส่วนตำบลสบปราบ อำเภอสบปราบ จังหวัดลำปาง ตามเกณฑ์มาตรฐานการปฏิบัติราชการขององค์กรปกครองส่วนท้องถิ่น ในด้านการบริหารการเงิน และการคลัง แบบเก่าเปรียบเทียบกับแบบใหม่ เพื่อหาแนวทางแก้ไข และปรับปรุงการดำเนินงานซึ่งทำการศึกษาจากข้าราชการ ลูกจ้าง และสมาชิก อบต. โดยรวบรวมข้อมูลทั้งหมด จำนวน 60 ตัวอย่างจากกลุ่มประชากรทั้งหมด จากนั้นทำการวิเคราะห์ข้อมูลด้วยข้อมูลทั่วไปของกลุ่มตัวอย่าง ด้วยค่าร้อยละ ค่าเฉลี่ยเลขคณิต และค่าเบี่ยงเบนมาตรฐาน ผลการศึกษา พบว่า กลุ่มตัวอย่างส่วนใหญ่เป็นเพศชาย อายุอยู่ในช่วง 31-40 ปี มีประสบการณ์ในการทำงานร่วมกับท้องถิ่นตั้งแต่ 5 ปีขึ้นไป ระดับการศึกษาสูงสุดปริญญาตรี การประเมินประสิทธิภาพตามเกณฑ์ ปี 2553 พบว่า อบต. มีหลักเกณฑ์และวิธีการจัดเก็บภาษี โดยใช้สื่อประชาสัมพันธ์ในรูปแบบต่าง ๆ มีประสิทธิภาพสูงสุด สำหรับการประเมินประสิทธิภาพ ตามเกณฑ์ปี 2554 พบว่า ตามระเบียบ มท. ว่าด้วยการพัสดุ อบต. มีการใช้สถานที่กลางสำหรับปิดประกาศรับซอง เปิดซองสอบราคา ในการจัดซื้อจัดจ้างตามข้อบัญญัติงบประมาณรายจ่ายมีประสิทธิภาพสูงสุด | |
